Chapter 250 - Miscellaneous Business Regulations

Section 250.701-711: Residential Soliciting and Peddling – a permit is required (with restrictions) through the Duval County Tax Collector’s Office.

Section 250.123-124: Feeding of the Homeless for Bona-Fide Religious Motivations – obtain a permit from the Office of Consumer Affairs.

Section 250.301-306: Sidewalk Vendors – obtain a permit from the Duval County Tax Collector’s Office (State of Florida Requirements); site and sign restrictions.

Section 250.401-405: Transient Merchants – obtain a permit from the Duval County Tax Collector’s Office (State of Florida Requirements); site and sign restrictions.

Section 250.501-504: Downtown Sidewalk Vendors and Open Air Markets – obtain a permit from the Duval County Tax Collector’s Office; requires a special application from the Office of Economic Development.

Section 250.601-604: Street Vendors – a permit is required (with restrictions) from the Duval County Tax Collector’s Office.
Section 250.1001-1011: Special Events Vendors – a vending license agreement is required; obtain an application from the Office of Special Events.

Chapter 696 - Unfair and Deceptive Trade Practices

Section 696.102-109: Unfair and Deceptive Trade Practices – the Office of Consumer Affairs investigates and mediates complaints pertaining to consumer fraud and/or protection.

Section 804.806-807: Pedestrians Right of Way Charitable Solicitation Permit – non-profit right-of-way solicitation permit applications are processed through Traffic Engineering Division. Chapter 150 - Adult Entertainment and Services Code

Section 150.413: Human Trafficking Public Awareness Signs and Outreach Ordinance – specific businesses are required to post Human Trafficking posters in English and Spanish.

Vending without the required permit(s) is punishable by a citation up to $500, depending upon the civil class offense.

Vending on private property requires a notarized dated letter from the property owner.

Property must be properly zoned for outside sales usage.

Vending in a City of Jacksonville park requires an application from the Parks, Recreation and Community Services Department.

Vending in the Downtown Overlay area requires a special vending permit from the Downtown Investment Authority (DIA).
