Concurrency and Mobility Management System Office (CMMSO)

Purpose

The CMMSO was established by the City of Jacksonville Council in 1991 as a result of the passage of the 1985 Growth Management Act by the State of Florida legislature. The CMMSO implements the current statutory requirements of “F.S. 163.3180 Concurrency” and City of Jacksonville Ordinance Code “Chapter 655 – Concurrency and Mobility Management System”.

Background

The CMMSO processes applications and payments for Development Agreements, Mobility Fee Applications, Mobility Contracts, and Concurrency Reservation Certificates. The CMMSO continues to track legacy development rights (ownership, amounts, terms, type, scale, schedule, extentions, payments, and closeouts) help by Vested Property Affirmation Certificates, Development Agreements, Fair Share Assessment Contracts, Mobility Fee Calculation Certificates, Concurrency Reservation Certificates, Mobilty Contracts, and other related development fees and obligations. The CMMSO also reviews and signs off on all pertinent building permits.

The CMMSO is located on the second floor of the Ed Ball Building, 214 N. Hogan Street (behind Addressing counter).
