Employee Benefits Division
The Employee Benefits Division plays a vital role in the comprehensive management of benefits programs for various stakeholders. We are committed to providing top-notch services for city employees, external agencies, constitutional offices, retirees, and eligible dependents.
Our extensive range of benefit programs cover Health Insurance, Tricare Supplement, Employee and Dependent Life Insurance, Dental and Vision plans, COBRA, Flexible Spending Account (FSA), which includes medical reimbursement, elder and child care, transportation, and pre-taxed parking benefits. Additionally, we offer an OBRA 457(b) Plan, 401(a) Defined Contribution Plan, and a 457(b) Deferred Compensation Plan to help secure the financial future of our employees.
To further support our employees, we conduct new hire orientation sessions, pre-retirement seminars, and an engaging wellness program. The wellness program encompasses vital services such as blood drives, free on-site flu shots clinics, 'Lunch and Learn' programs, and free on-site biometric screenings encouraging a healthy and thriving community within the city workforce.
With our dedicated team and a diverse range of benefit programs, we aim to ensure the well-being of all members of the city's workforce, both present, and retired. We continuously strive to improve and evolve our services to meet the ever-changing needs of our community.

FLORIDA BLUE CENTERS
The Florida Blue Centers will be doing vaccine clinics with Wallgreen's starting mid-September through early November from 10:00am - 1:00pm ET on certain dates. They will have Flu Standard and High Dose, COVID-19 Booster, Prevnar 20, Tdap, Hepatitis B and Hepatitis A, HPV, Shingrix and RSV vaccines available.

Health and dental plan rates are determined by the specific bargaining unit assigned by Employee Services.
Please note, not all part-time employees are eligible for benefits.

The Employee Assistance Program (EAP) is a free benefit for City of Jacksonville employees provided by Health Advocate. It's is a high-quality EAP firm specifically selected for their experience and responsiveness.
The EAP is a 24-hour confidential and professional counseling, coaching and consulting service that helps employees resolve problems in their life that are, or could be, interfering with work and productivity. The focus is on improving health and performance and providing an easy, professional, hassle-free way for employees to access objective help. EAP is based on the premise that we all experience problems sometimes that can result in stress, conflicts and difficulty concentrating and can compromise quality of life and/or ability to focus on the job.

NEW TRANSPARENCY REQUIREMENTS FOR GROUP HEALTH PLAN
The Department of Health and Human Services, Labor and Treasury released final transparency in coverage regulations for group medical plans and health insurance issuers on October 29, 2020. The intent of the final transparency regulations is to provide a consumer with access to information on the cost of health care services before that consumer receives health care services, rather than after care is received.
