The Housing and Community Development Division ("HCDD") manages affordable housing and community development related initiatives on behalf of the City of Jacksonville to increase the availability of affordable housing to low-and moderate-income persons within the Jacksonville community through public and private partnerships. The vision of the Housing and Community Development Division is to enable a better quality of life for all citizens of Jacksonville, by improving the lives of low to moderate income residents, special needs residents, elderly citizens, and homeless households. The Housing and Community Development Division accomplishes this by providing financial assistance to develop safe, quality affordable housing, pathways to homeownership, infrastructure and public facility improvements, and homeless prevention and services programs.

NOTICE TO PUBLIC
FEDERAL GRANT APPLICATION AVAILABLE
The City of Jacksonville’s Neighborhoods Department, Housing and Community Development Division (“HCDD”), announces that the 2025–2026 Universal Application will be available on this website beginning Tuesday, December 3, 2024 for the following City of Jacksonville Consolidated Plan federal grant programs:
- Community Development Block Grant (CDBG)
- Housing Opportunities for Persons with AIDS (HOPWA)
- Emergency Solutions Grants (ESG)
Applications for non-housing related activities will be accepted from public and private nonprofit agencies beginning on
Monday, December 9, 2024. Projects must meet the CDBG national objectives of:
- benefiting low and moderate income persons, or
- aiding in the elimination or prevention of slum and blight.
MANDATORY TECHNICAL ASSISTANCE and BUDGET WORKSHOP
All non-profit agencies applying for funds are required to attend the Technical Assistance and Budget Workshop. The Technical Assistance and Budget Workshop must be attended by the agency’s financial staff responsible for managing the grant. During the workshop, Housing and Community Development Division staff will review the grant application process, project eligibility, and provide information to assist with application preparation.

A Zoom registration Link will be emailed to agencies that qualify for the renewal application process.
No applications will be accepted from agencies that do not attend the mandatory Technical Assistance and Budget Workshop. If, after attending the workshop, applicants need additional assistance, please send questions to

ATTAINABLE HOUSING TAP FEE FUND - APPLICATION
The Attainable Housing Tap Fee Fund provides funding to eliminate or reduce the impact of tap and connection fees on low-income and attainable housing projects. This pilot program would support single-family and multi-family developers as they build low-income and attainable housing to increase inventory in Jacksonville.
Eligible Participants: Single-Family or Multi-Family Developers
Guidelines: All development projects must be for attainable housing projects at 80% AMI or Below.
For Single-Family Developers: Up to $20,000 grant per home with a maximum of 3 properties per developer
For Multi-Family Developers: Up to $2,000 grant per unit, up to 50 units = $100,000 maximum.

Local Option Affordable Housing Tax Exemption – Application For Certification
The ‘Local Option Affordable Housing Tax Exemption’ provides an ad valorem tax exemption for portions of multifamily projects containing 50 or more residential units, where 20 percent of the project is used to provide affordable housing. Household income must be greater than 30% but not more than 60% of the median annual adjusted gross income for households in Duval County. Other rules and requirements apply. You must apply for this tax exemption by applying for certification from the Housing and Community Development Division using the application form linked below. Once received and approved, the certification is sent to the Duval County Property Appraiser for further action. The property owner must apply for certification by January 15 for each year for which such an exemption is claimed.

The Headstart to Homeownership ("H2H") program is currently open to new applications.
The Limited Repair Program ("LRP") waitlist is currently closed. Please continue to monitor this webpage for program waitlist reopening. Households that are currently on the waitlist will be contacted by LRP Program Staff as applications are processed and home repairs begin.

HOME REVOLVING LOAN FUND PROGRAM
HCDD administers federal funds received from the US Department of Housing and Urban Development ("HUD"). The City uses the funds for the HOME Revolving Loan Fund ("RLF") to preserve neighborhoods, create and preserve affordable housing, and stimulate economic revitalization. In September 2022, HCDD will issue a Notice of Funding Availability ("NOFA") for Affordable Housing development projects.

COMMUNITY DEVELOPMENT PROGRAMS
Community Development is responsible for the administration of the Community Development Block Grant ("CDBG"), Emergency Solutions Grant ("ESG"), and Housing Opportunities for Persons with AIDS ("HOPWA"), programs awarded annually to the City of Jacksonville through the U.S. Department of Housing and Urban Development.

HCDD administers fair housing in each of its programs and has partnered with the Jacksonville Human Rights Commission ("JHRC") to make a collaborative effort to ensure human rights and fair housing for all citizens of Jacksonville.

SURPLUS PROPERTY DONATION PROGRAM
According to Section 125.379, Florida Statutes, and Chapter 122, Ordinance Code, the City of Jacksonville/Duval County is required every three years to adopt an inventory list of all real property within the city to which the City/County holds fee simple title that is appropriate for use as potential affordable housing. The Real Estate Division determined that no need exists for the City or any independent agency, therefore the parcels meet the affordable housing criteria.

2021 DRAFT HOME-ARP ALLOCATION PLAN
The City of Jacksonville (“City”) was awarded $12,060,074 in HOME-American Rescue Plan (“ARP”) funds in a one-time allocation from the U.S. Department of Urban Housing and Development (“HUD”). Federal HOME-ARP funding was created to assist individuals or households who are experiencing homelessness, at risk of homelessness, and other vulnerable populations, by providing affordable housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability. The HOME-ARP Allocation plan ("the plan") defines the use of the HOME-ARP grant funds to address these needs within the HUD-approved eligible activities. The City will make funds available for activities once the HOME-ARP Allocation Plan’s associated consultation, public participation process, and HUD approval have been completed through the substantial amendment of the PY 2021 Annual Action Plan. The City has allocated the HOME-ARP funds for the following activities: acquisition and development of non-congregate shelters and administration and planning.

ANNUAL ACTION PLAN
The purpose of the Annual Action Plan is to provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The Consolidated Plan is carried out through Annual Action Plans.
NOTICE TO PUBLIC OF 30-DAY PUBLIC COMMENT PERIOD for the 2024 ANNUAL ACTION PLAN
Notice is given that the City of Jacksonville’s (“City”) Housing and Community Development Division (“HCDD”) has made available a draft of the 2024 Annual Action Plan (“AAP”) for a period of 30 days. The AAP provides a summary of the actions, activities, and specific resources that will be used each year to address needs and goals identified by the 2021 – 2025 Consolidated Plan.
The City’s FY 2024 federal funding allocations amounts are:

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT ("CAPER")
Notice of Public Hearing and Comment Period
The CAPER provides accomplishments and expenditure information on the four HUD funded programs ("CDBG", "HOME", "HOPWA" and "ESG") administered by the City of Jacksonville during the 2022 Program Year (“PY2022”) which ran from October 1, 2022 through September 30, 2023.
A draft of the CAPER for the City of Jacksonville has been completed and will be available for a fifteen (15) day public review and comment period, from Friday, December 8, 2023 through Friday, December 22, 2023. Click here to view a draft copy of the PY2022 CAPER.
A public hearing regarding the PY2022 CAPER will be held on Thursday, December 7, 2023 at 3:30 p.m., in-person at the Legends Community Center, Community Room, 5130 Soutel Drive, Jacksonville, Florida 32208.

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant ("CDBG") Program, HOME Investment Partnerships ("HOME") Program, Emergency Solutions Grants ("ESG") Program, and Housing Opportunities for Persons With AIDS ("HOPWA") Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report ("CAPER").
