Jason R. Teal is a Senior Assistant General Counsel for the Consolidated City of Jacksonville.  He joined the General Counsel’s Office in October 2000.  From October 28, 2021 through June 30, 2023, he served as the General Counsel.  In this capacity, Mr. Teal led a legal team consisting of 47 attorneys and 28 support staff serving the Mayor, the City’s five constitutional officers, the 19 City Council representatives, seven School Board members, 30 boards and commissions, five independent authorities and all 10 executive branches of Jacksonville’s city government.
 
During his time with the Office, he has specialized in Regulatory and Administrative Law, Environmental Litigation and Land Use and Constitutional matters.  He has represented the Jacksonville Mayor’s Office and City Council on a huge variety of topics including: human trafficking; adult entertainment; E-scooters; small cell wireless facilities; enforcement of the City’s zoning, building, property safety, sign, animal control, fire prevention and historic preservation ordinances; public nuisances related to simulated gambling devices and internet cafes; Riverside/Avondale, Downtown and Springfield zoning overlays; Historic Preservation Trust Fund and establishment of the Tree Commission,  Sex Trafficking Survivors Leadership Council and Public Nuisance Abatement Board.  He served as Assistant General Counsel from October 2000 to February 2010 when he was promoted to Chief of the Office’s Regulatory Division.  He served as Regulatory Chief from February 2010 until November 2015 when he was promoted to Deputy General Counsel over the Office’s Regulatory and Constitutional Law Department.
 
Mr. Teal graduated from the University of Kansas in 1992 with an undergraduate degree in Environmental Science.  While at KU, he was a 4-year athletic letter recipient in Cross Country and Track.  He was selected to the NCAA Division I All-American Track and Field Team in 1991.  He obtained his Juris Doctor from Florida State University College of Law, graduating with Honors in 1998 and specializing in environmental and administrative law.
 
Mr. Teal is a member of the Florida Bar and is admitted to practice before the U.S. District Court for the Middle District of Florida, the U. S. Court of Appeals for the Eleventh Circuit and the U.S. District Court for the Eastern District of North Carolina (pro hac).  In addition to the above, he has also represented the City’s interests before the Florida Division of Administrative Hearings, the Fourth Judicial Circuit, the First and Fifth District Courts of Appeal and the Florida Supreme Court.
