Down Payment Assistance Home Ownership Pilot Program
Housing Services administers various programs targeted at improving the quality of life for low-to-moderate income residents of Duval County. These programs include down-payment assistance, home repair, rehabilitation of multifamily housing units, septic tank emergency assistance and conversion to city sewage from septic tanks.
In addition, Housing Services provides funding to external agencies for new home construction, housing rehabilitation, and down payment assistance for first time homebuyers of single family homes. Please note all programs are intended for primary residences of low-to-moderate income homeowners; rental or second properties are ineligible for Housing Services Programs.
All homes must be in Jacksonville/Duval County to be eligible for Housing Services Programs.

Limited Repair Program - This program is currently CLOSED to new applicants.
The Limited Repair Program ("LRP") is a general home repair program which focuses on bringing homes up to code. The applicant must occupy their home, and mortgage and property taxes must be current. Mobile homes are not eligible. The total household income must not exceed 80% of the area median income for Duval County, as established by the U.S. Department of Housing and Urban Development. This includes all income for all household members. The maximum assistance available for each home is $55,000 and is subject to funding limitations. The home must be in need of repairs that, if left unattended, could pose a threat to the family's health and safety or the home has to have been cited by the Municipal Code Compliance Division.
Names will be placed on the list and serviced on a first-come, first-serve basis.

The Emergency Repair Program ("ERP") is an owner-occupied repair program that resolves immediate threats to life and safety. Eligible activities are replacement or repair of heating and air conditioning, falling ceiling repair, replacement or repair of water heaters, electrical components that pose an immanent fire hazard, structural components showing signs of imminent collapse, and ADA accessibility.
The applicant must occupy their home, and mortgage and property taxes must be current. Mobile homes are not eligible. The total household income must not exceed 80% of the area median income for Duval County, as established by the U.S. Department of Housing and Urban Development. This includes all income for all household members. The maximum assistance available for each home is $12,000 and is subject to funding limitations.

The Utility Tap-In Program ("UTIP") connects personal residences to city sewer and waterlines (if available), repair or replacement of failed septic tanks, drain fields, or wells, ADA accessibility for bathrooms, and the repair or replacement of outdated galvanized pipes. The applicant must occupy their home, and mortgage and property taxes must be current. Mobile homes are not eligible. The total household income must not exceed 80% of the area median income for Duval County, as established by the U.S. Department of Housing and Urban Development. This includes all income for all household members. The maximum assistance available for each home is $55,000 and is subject to funding limitations.

The Headstart to Homeownership ("H2H") Program offers financial assistance up to $25,000 to provide down payment and closing costs assistance to eligible individuals or families who are interested in purchasing a home. Eligible applicants must meet household income criteria as established by the U.S. Department of Housing and Urban Development, must not currently own a home, and will reside in the home as their primary residence. The H2H program is subject to funding limitations. The total gross household income cannot exceed 80% of the area median income for Duval County as established by the U.S. Department of Housing and Urban Development. All homes being sold under the H2H program must be in compliance with Section 8 Housing Quality Standards prior to closing.
Applicants must follow the process as outlined in the H2H flyer. It is important that applicants NOT sign a sales contract prior to being approved.

The Down-Payment Assistance Home Ownership Pilot Program provides up to 75% of the total down-payment or closing costs as required by the mortgage writer, to not exceed $25,000.00 total, and who have a maximum gross income up to 120% of the Area Median Income (AMI).
