​Background:
The City Council has consistently and clearly identified homelessness as an issue of significant concern and importance to the Council and the Jacksonville community. Coordination with our community and its stakeholders in identifying the needs of our current homeless population and opportunities for diversion and homelessness prevention is key to developing solutions. As Council President, I am committed to ensuring this remains a priori ty of the Council during my tenure.
Therefore, I am hereby creating a Special Committee of the City Council on Homelessness and Affordable Housing to address the following questions/matters:
Charge:
- Identify the various types/categories of homeless persons, the specific needs of those persons, the services necessary to address their particular needs, and the costs per individual (per year) to meet those needs. This would include a survey of what other local government entities and agencies are doing to address the needs of the homeless in their communities.
- Identify the current, unmet needs of the Duval County homeless population and any gaps in existing programs, initiatives and services (including affordable housing) targeting homelessness and homelessness prevention.
- Identify funding sources, both public and private, to assist in the provision of appropriate services for the Duval County homeless population and make recommendations on how those funding sources would be administered and how they could be leveraged for additional dollars.
This Special Committee on Homelessness and Affordable Housing should consider the recent work and recommendations of the Special Committee on Critical Quality of Life Issues' Homelessness and Affordable Housing working groups, may seek advice from both public and private subject matter experts, and should encourage maximum public participation in its work.

Deadline:
The Special Committee of the City Council to address Homelessness and Affordable Housing is tasked to report its findings and recommendations on these matters on or before May 1, 2024.
