Background:
Due to the authorization of a Supplemental Community Benefits Agreement (CBA) with the passing of 2024-905-E, and the Stadium Renovations legislation, as Council President, I am establishing an additional Special Committee to establish the next steps for the Community Benefits Agreement. The Community Benefits Agreement will be a historic investment between the City and the Jacksonville Jaguars, LLC, and it is imperative that the Agreement is executed with the utmost care to ensure the investments are used judiciously to amplify the benefits to all residents of Jacksonville over the term of the Stadium Lease. The Special Committee Charge is included below.
Charge:
The Special Committee of the City Council on the Community Benefits Agreement 2.0, is hereby charged to address the following questions/matters:
1. Review and recommend the structure for the governing body and dispersement process for thefunding designated within Community Benefits Agreement.
2. Review and recommend partners and projects for Countywide Strategic Focus and Eastside Strategic Focus.
3. Review and recommend implementing a tax incremental financing district for the Eastside to provide additional funding to the Eastside Strategic Focus. The Special Committee may seek advice from both public and private subject matter experts and should encourage maximum public participation in its work.
4. Other matters as identified by the Special Committee.

Deadline:
The Special Committee on the Community Benefits Agreement 2.0 is tasked to report its findings and recommendations on these matters on or before June 24, 2025.
