Duval County residents can trade in up to 10 tires at a rate of $2 per tire, or up to 40 illegal snipe signs for 50 cents per sign. The city anticipates it will collect approximately 25,000 tires during the one-day event.

Up to 10 tires and 40 illegal signs will be accepted, per resident, per trip, with a maximum payout of $40. Residents must have a valid Duval County Driver’s License, ID, or other proof of residency (e.g. electric bill). No realtor signs, agricultural tires or concrete tires will be accepted. Legal signs with a valid COJ permit number on the sign are not eligible for the buyback. No commercial businesses are eligible to participate in this event.

“Jacksonville’s appearance is an indicator of its overall quality of life, and that’s why we’re taking positive steps to create safer and more welcoming neighborhoods across the city,” said Mayor Alvin Brown. “Our Public Works department has worked closely with Council Member E. Denise Lee and her City Council colleagues to maximize our resources and increase efforts to reinvigorate troubled properties and public land throughout Jacksonville.”

The event is a collaboration between the City of Jacksonville and the City Council’s Ad Hoc Committee on Jacksonville’s Neighborhood Blight, which is chaired by Council Member E. Denise Lee, and includes Council Member John Crescimbeni, Council Member Bill Bishop, Council Member Jim Love and Council Member Dr. Johnny Gaffney. The committee was formed to examine the status of local neighborhoods as it relates to blight, and to gauge the city’s response and responsibility for improvement.

“This is an exciting event and it is an opportunity for everyone to play a role in cleaning up the community,” said Council Member Lee. “Removal of the tires and signs has an immediate impact on the look and feel of the city and uplifts the entire community.”

WJXT Channel 4 is the event’s broadcast sponsor, and additional event sponsors include the Florida Department of Environmental Protection, JEA, Keep Jacksonville Beautiful, Republic Services, SMG and Waste Pro.

The buy-back program is part of the city’s efforts to reduce urban and neighborhood blight, such as sign litter, or “snipe” signs. This includes signs illegally placed on public property or illegally nailed, fastened or affixed to any tree, public utility pole, or other object located on public property or within a public right-of-way. Sign litter does not include real estate signs.

Fines for placement of “snipe” signs range from $50 to $350 per sign. The City of Jacksonville’s Municipal Code Compliance and Solid Waste divisions may remove signs illegally placed on public property.
