New Leaders Announced to Head City's Finance Team

Weinstein’s retirement leads to promotions
When Chief Financial Officer Mike Weinstein retires November 9th, he leaves the department to experienced leaders and City colleagues. Current Treasurer Patrick “Joey” Greive has been named his successor, as announced today by Mayor Lenny Curry.

Greive joined the City of Jacksonville in 2010 as Chief Investment Officer. Over the past eight years, he has helped lead the management of the City’s retirement system, cash, debt, and investment programs. Prior to joining the City, Greive worked at Merrill Lynch.

“Our credit ratings clearly show the quality of our fiscal management practices and incredible talent of our finance team,” said Mayor Curry. “We are very fortunate to have a team of strong leaders within our Finance department who can continue to build on our work to ensure proper stewardship of taxpayers’ dollars.”

Replacing Greive as Treasurer is Randall Barnes, who has served the City as its Assistant Treasurer/Sr. Debt Manager since 2015. He previously led treasury related duties at the Tennessee Valley Authority, a Knoxville, Tennessee-based federal corporation, where he worked for over 16 years.

Greive is a graduate of Florida State University, and holds CFA and CFP designations. He is an instrument-rated pilot who enjoys golfing, and cycling. Barnes earned both his B.S. and MBA degrees from Tennessee Technological University. He is a Certified Treasury Professional (CTP), an internationally-recognized corporate treasury credential.

Both Greive and Barnes’ appointments are pending, requiring City Council approval.
