Two City of Jacksonville employees have been selected to lead the work of the Employee Services and Neighborhoods departments. Diane Moser, Chief of Talent Management, has been promoted to serve as Director of Employee Services. Stephanie Burch, Chief of Real Estate, has been promoted to Director of Neighborhoods.

Diane Moser has been with the City of Jacksonville for nearly 25 years. She joined the City in 1992 as a Human Resources Analyst. Throughout her tenure, she has served in various roles as Manager of Personnel Services. She also worked as the lead of human resources at the Jacksonville Public Library. She holds a Bachelors of Arts degree from the University of Florida and a Master of Arts degree from the University of West Florida. Moser has been a member of various professional organizations including the Society of Human Resources Management (SHRM), WorldatWork, the American Society for Training and Development, the American Library Association (ALA), and the Public Library Association (PLA). Moser holds an active professional certification as a Certified Compensation Professional (CCP).
Stephanie Burch began her career at the City of Jacksonville as Chief of Real Estate in March 2016. Prior to this position, Burch managed Burch Law, PLLC. Her experience includes serving as an adjunct professor at Florida Coastal School of Law, assistant general counsel with the State of Florida Department of Transportation, an attorney at Baron Bartlett, P.A., and a legal assistant with Bartlett, Deal & Briley, P.A. Burch holds a Bachelor of Science degree from Michigan State University, and a Juris Doctor degree from Florida Coastal School of Law. She is currently a member of the Florida Bar’s Leadership Academy Committee and CREW Jacksonville. She is also a member of the Jacksonville Women Lawyers Association and Florida Association of Women Lawyers.
Moser’s annual salary will be $135,000. Burch’s annual salary will be $140,000. Each position will require City Council confirmation.
