Mayor Donna Deegan Officially Signs Historic Budget

Mayor Donna Deegan has signed the City of Jacksonville’s 2023-2024 budget, which includes $1.75 billion for the General Fund and more than $423 million for the FY 23-24 Capital Improvement Plan.

Major budget increases were in roadway, sidewalk, and crosswalk improvements; mowing and landscape maintenance; Cultural Council and public service grants; and youth and literacy programs. Tens of millions of dollars go toward riverfront parks, the parks system and Emerald Trail; septic tank removal; resilience projects and infrastructure; attainable housing and homelessness programs; streamlining the permitting process; and fully funding the Jacksonville Sheriff’s Office, including an additional 40 police officers. These investments were made without raising taxes.

The budget also includes a $25 million contingency fund to implement transition committee recommendations for infrastructure; healthcare; economic development; education and crime prevention; veterans; arts and culture; and community outreach. Hundreds of citizens volunteered their time and expertise to develop recommendations and solutions to issues they and their neighbors face daily.

“After many months of collaboration, it’s an honor to sign our final budget that makes historic investments into the community,” said Mayor Donna Deegan. “I’m grateful for the many leaders in City Hall who made this budget possible. Our focus on infrastructure, healthcare, economic development, and public safety will improve the lives of children and families and create a Jacksonville that is more beautiful, accessible, enjoyable, and healthy.”

With a robust community discussion happening around the process for direct funding of external organizations, Mayor Deegan affirmed her commitment to action on a more consistent, transparent, and fair process.

“I campaigned on ending a City Hall culture that too often privileges the few at the expense of the greater good,” said Mayor Donna Deegan. “It is vital that we improve transparency and access so that all nonprofit entities have a fair and equal chance to apply for taxpayer funding. I look forward to working with City Council on legislation and reviewing potential executive actions to ensure that we address this issue moving forward.”
