Jacksonville Awarded $5.8 Million SIPPRA Grant to Strengthen Early Literacy and Family Health

January 16, 2025
The City of Jacksonville has been awarded $5.8 million from the U.S. Department of the Treasury through the Social Impact Partnerships to Pay for Results Act (SIPPRA) program. This groundbreaking grant—the first of its kind ever received by Jacksonville—will drive innovative solutions to support early childhood literacy and family health across the community.
The SIPPRA program is designed to fund projects that demonstrate measurable success in achieving social outcomes, with federal payments contingent upon meeting predefined goals. This model ensures that taxpayer dollars are invested in initiatives that deliver proven results, fostering accountability and meaningful impact.

In Jacksonville, this funding will expand early literacy initiatives by integrating literacy coaching into pediatric healthcare visits, encouraging parents to read with their children from birth. This support nurtures language development, strengthens family bonds, and builds a foundation for lifelong learning and academic success.

Additionally, the grant will enhance access to nurse home visiting services for all new parents in Jacksonville. These in-home visits provide personalized support during the critical postpartum period, addressing maternal mental health needs and reducing emergency medical visits for newborns. This holistic approach ensures families receive the care and guidance they need to thrive.

“We are grateful that our efforts are being recognized at the national level and that our focus on federal grants continues to bring more of our tax dollars home,” said Jacksonville Mayor Donna Deegan. “This investment in Jacksonville's families is a testament to our community's commitment to early childhood success. By focusing on literacy and family health, we are creating a brighter future for our children and building a city that works for all of us.”

Dr. Saralyn Grass, CEO of Kids Hope Alliance, the City's division dedicated to funding initiatives for children and families, added, “This grant allows us to expand critical programs that not only support children’s educational growth but also address maternal health and family stability. It’s an exciting step forward in our mission to ensure every child in Jacksonville has the opportunity to thrive.”

By prioritizing early literacy and family health, Jacksonville is making a bold investment in its future, empowering families and strengthening the community. This initiative reflects the city’s dedication to using innovative, evidence-based solutions to improve the quality of life for all residents.
