CITY OF JACKSONVILLE IMPLEMENTS NEW DISASTER COST RECOVERY PROCESS IN PARTNERSHIP WITH FLORIDA DIVISION OF EMERGENCY MANAGEMENT

The City of Jacksonville Emergency Preparedness Division has partnered with the Florida Division of Emergency Management (FDEM) to become the first city to implement the Florida Recovery Obligation Calculation (F-ROC) – a new system designed to enhance Jacksonville’s ability to recover disaster-related costs more efficiently.
F-ROC, developed by FDEM, simplifies and standardizes the Public Assistance process, which will ensure a more streamlined and effective approach to disaster cost recovery. This initiative is a significant step forward in protecting Jacksonville’s financial stability following hurricanes and other declared emergencies. The City of Jacksonville will be able to greatly increase the amount of costs that are recovered by utilizing this new system.
This week, City of Jacksonville Departments and Divisions, which are critical to emergency preparedness, response, and recovery, underwent in-depth training on the F-ROC process. This training ensures the City can recover disaster-related expenses faster and with greater accuracy, reducing financial risks for residents. FDEM Director Kevin Guthrie and staff visited Jacksonville to administer the training.
“Once again, Jacksonville is leading the country on emergency preparedness and response, just like we have done with Emergency Road Access Teams and many other initiatives,” said Mayor Donna Deegan. “I want to thank Director Guthrie and his team for allowing Jacksonville to be the first city to adopt the new F-ROC system, which will bring back so much money back to our community.”

The City of Jacksonville is committed to having all relevant employees fully trained and ready to implement F-ROC before June 1, 2025—well in advance of the peak of the 2025 Atlantic Hurricane Season. This preparation will ensure a smoother, more efficient recovery process for future disasters affecting our community.
