Regina D. Ross joined the Office of General Counsel in August 2021, and serves as the Chief Legal Officer for JEA. In this capacity, Ms. Ross is responsible for managing all JEA legal affairs as well as advising the JEA Governing Board and its Executive Leadership Team on complex legal matters. Prior to joining the Office of General Counsel, Ms. Ross practiced local government law for more than 14 years in the Office of the County Attorney for St. Johns County, Florida, where she ultimately served as the Deputy County Attorney. Ms. Ross also previously served as a judicial law clerk for the Honorable Monte C. Richardson in the United States District Court for the Middle District of Florida, and for the Honorable Doris A. Smith-Ribner in the Pennsylvania Commonwealth Court.
Ms. Ross is a Florida Bar Board Certified City, County and Local Government Lawyer since 2015, and currently serves on the Florida Bar’s City, County and Local Government Law Certification Committee, the Eminent Domain Standing Committee, and the Governmental and Public Policy Advocacy Standing Committee. Ms. Ross’ current practice spans across a broad spectrum of government law and transactional work, encompassing public utilities, regulatory compliance, eminent domain, public finance, real estate transactions, government procurement, capital projects, interlocal and interagency government agreements, open government law compliance, and state ethics laws governing public officials and employees.
Ms. Ross is a graduate of the Pennsylvania State University Dickinson School of Law. She is also a graduate of the University of Florida where she earned a Bachelor of Science Degree in Food and Resource Economics, and Valdosta State University where she earned a Master Degree of Public Administration. Ms. Ross is admitted to practice before the United States District Court for the Middle District of Florida and is a member of several professional and legal associations including the Florida Bar Association, the Jacksonville Bar Association, the Jacksonville Federal Court Bar Association, the International Municipal Lawyers Association, the Florida Association of County Attorneys, the Energy Bar, the Large Public Power Council and the American Public Power Association.
Ms. Ross is a proud Jacksonville native and maintains a deep connection to the community by volunteering with local churches and charitable organizations that are focused on facilitating community resilience.
