Regina D. Ross joined the Office of General Counsel in August 2021, and serves as the Chief Legal Officer for JEA. Ms. Ross is a Jacksonville native, and is a graduate of the University of Florida, Valdosta State University, and the Pennsylvania State University Dickinson School of Law.
Ms. Ross is a Florida Bar Board Certified City, County and Local Government Lawyer, and is an active member of the Bar’s Eminent Domain and Governmental and Public Policy Advocacy Standing Committees. Ms. Ross’ government practice areas include procurement, contracts, real estate, eminent domain, public utilities, public finance transactions, federal regulation, economic development, tourist development, land use, administrative law, litigation, sovereign immunity, sunshine law, public records, and ethics.
Ms. Ross’ entire professional career has been devoted to public service. Prior to joining the Office, Ms. Ross practiced local government law for more than 14 years in the Office of the County Attorney for St. Johns County, Florida, where she ultimately served as the Deputy County Attorney. Prior to that, Ms. Ross served as a judicial law clerk in both the United States District Court for the Middle District of Florida and the Commonwealth Court of Pennsylvania. Before attending law school and beginning her legal career, Ms. Ross served a telecommunications specialist for the United States Department of Defense.
Ms. Ross is admitted to the United States District Court for the Middle District of Florida, and is a member of the Florida Bar Association, the Florida Association of County Attorneys, St. Augustine American Inn of Court, the Jacksonville Bar Association, and the Jacksonville Chapter of the Federal Bar Association. Ms. Ross is also an active member of First Chronicles Baptist Church, where she teaches Sunday school and sings in the choir.
