Shannon MacGillis joined the Office of General Counsel in April 2022. Prior to joining the Office of General Counsel, Ms. MacGillis served as Special Counsel to the Florida Attorney General’s Office of Statewide Prosecution. Ms. MacGillis served the Office of Statewide Prosecution as the Chief Assistant in the Tallahassee Bureau, while an Assistant Statewide Prosecutor in the Jacksonville Bureau. Prior, Ms. MacGillis served on special assignment representing the Office of Statewide Prosecution as the Initiative Commander for the Prosecutorial Initiative /Cash Asset Seizure Team of the North Florida High Intensity Drug Trafficking Area (HIDTA). Ms. MacGillis served at the HIDTA for nearly 14 years, during which she was awarded the HIDTA National Outstanding Prosecutor (2012), by the Executive Office of the President (Office of National Drug Control Policy). From 1998 – 2003, Ms. MacGillis served as an Assistant State Attorney for the Fourth Judicial Circuit. During her 24 years as a Prosecutor, Ms. MacGillis successfully prosecuted Continuing Criminal Enterprise (“Kingpin” statute), Racketeer Influenced and Corrupt Organization (“RICO”), Conspiracy, Drug Trafficking, Analog and Emergency Scheduled Drugs of Abuse, Money Laundering, Manslaughter (by controlled substance distribution), Murder for Hire, Murder, “10-20-Life” crimes, Bribery, Armed Robbery, Robbery, Assault/Battery, Identity Theft, DUI (injury), and has successfully litigated the constitutionality of Florida’s Drug Abuse Laws. Ms. MacGillis specialized in complex prosecution (prosecutions with 10 - over 40 co-defendants; prosecutions with 100 - over 450 criminal counts). Ms. MacGillis has instructed on emerging drugs and analog drugs (“Bags of What in Today’s Illicit Market, Counterfeits, Cons, and Deadly Combinations”); chemical structure of emerging drugs and class designated drugs (“Translating Chemistry for Courtrooms”); interception of communications and tracking techniques (“Wiretaps in Florida”; “Chapter 934”); protecting confidential informants (“Writing Informants”; “Informants: Brady, Giglio, Franks, Johnson & Jencks”) and on various issues of constitutional law (statutory interpretation; constitutionality challenges; Fourth Amendment). Ms. MacGillis served as a Subject Matter Expert for the Florida Department of Law Enforcement for the curriculum, “Advanced Case Preparation and Court Presentation.”
While serving the Florida Attorney General’s Office, Ms. MacGillis worked on serval key pieces of legislation, including: Laws of Fla. 2010-211 (aka “Pill Mill Bill I”; drafting team); Laws of Fla. 2011-141 (aka “Pill Mill Bill II”; drafted portions); Laws of Fla 2016-105 (“Illicit Drugs” “Class Designations/Analog” (Synthetic Cannabinoids, Substituted Cathinones, Substituted Phenethylamines, N-Benzyl Phenethylamines, Substituted Tryptamines, Substituted Phenylcyclohexlamines; modernization of Listed/Precursor Chemicals and Paraphernalia; Narcan in forensic labs); Laws of Fla 2017-107 (“Controlled Substances” “Fentanyl Derivatives”; Trafficking penalties for Synthetic Cannabinoids, Substituted Cathinones, Substituted Phenethylamines); Laws of Fla 2018-13, s.13 (“Tableting Machines, Encapsulating Machines, and Controlled Substance Counterfeiting Materials”; drafter).
Ms. MacGillis served as a Teen Court Magistrate from 2015 to 2019.
Ms. MacGillis has served as an adjunct professor at Florida Coastal School of Law teaching Legal Research and Writing (2004), then Appellate Advocacy (2005).
Ms. MacGillis, a third generation Gator, studied at the University of Florida, receiving a Bachelor of Science in Advertising (with honors; 1994) and Juris Doctorate (with honors; 1998).
Ms. MacGillis is a member of the Florida Bar.
