Kristy J. Gavin joined the Office of General Counsel in February 2024.  Prior to joining the Office of General Counsel, Ms. Gavin spent 14 years with the Flagler County School Board, serving as the Board Attorney.  Ms. Gavin is the past President of the FSBAA.  Prior to serving in the public sector, Ms. Gavin spent 20 years in the private sector and was a partner at the law firm of Gobelman, Love Gavin & Wasilenko, in Jacksonville.  Ms. Gavin’s government practice areas include procurement, contracts, public finance transactions, administrative and workers’ compensation law, employment law, Government in the Sunshine, public records, and ethics.  

Ms. Gavin has earned Martindale-Hubbell’s highest peer review rating of “AV.”  She is formerly Florida Bar Board Certified in Workers’ Compensation law and has participated on numerous bar association committees including the Florida Bar’s Workers’ Compensation Board Certification Committee (past chair), Workers’ Compensation Rules Committee, Appellate Rules Committee and Educational Law Committee.  Ms. Gavin is an active member of the Bar’s Educational law Committee, Administrative Law Committee, and City, County and Local Government Committee.

Ms. Gavin is a longtime resident of Jacksonville, and is a graduate of the University of Florida, receiving her Bachelor of Science in Business with Honors in 1985 and is a member of Florida Blue Key.  She obtained her Juris Doctor Degree from the University of Florida Levin College of Law in 1988.  While in law school, Ms. Gavin was a member of the University of Florida Moot Court Team. 

Ms. Gavin is admitted to the United States District Court for the Middle District of Florida and is a member of the Florida Bar Association.  Ms. Gavin serves on the Board for the River City Swim League and is a Nationally Certified USA Swimming Official.
