Bradley Bulthuis joined the Office of General Counsel in May 2024 and serves as Assistant General Counsel to JEA. Before joining the Office of General Counsel, Mr. Bulthuis spent eight years with the Office of County Attorney for St. Johns County, Florida as Senior Assistant County Attorney, serving as the chief litigation attorney. Prior to that, Mr. Bulthuis served as a law clerk in the chambers of the Honorable Timothy J. Corrigan of the U.S. District Court for the Middle District of Florida. Before entering public service, Mr. Bulthuis was an attorney in the litigation practice group of an international law firm, with a focus on product liability.

Mr. Bulthuis is a graduate of Calvin University (formerly Calvin College) and the University of Illinois College of Law and is admitted to practice in Florida and Illinois. Mr. Bulthuis is Florida Bar Board Certified in City, County and Local Government Law. He is also an alumni member of the Chester Bedell American Inn of Court.
