What is my garbage, yard waste, or recycling collection day?

How do I discard building materials or construction debris?

  • For residents in non-automated areas: residents doing small home projects performed by the homeowner, residents can discard up to one cubic yard (two full construction wheelbarrows or  (2) 96 gallon toters.) of building materials weekly on household garbage collection day. Materials must not exceed 5 feet in length or width or weigh more than 40 pounds. If possible, containerize all materials and place them separately from the household garbage for verification of quantities. If you will be generating quantities more than listed above, you will need to hire a rubbish removal company to provide a construction debris container.
  • Any debris from work performed by a contractor must be removed by the contractor. As with all household garbage, waste should be placed at the curb no later than 6:00 a.m. on collection day. Waste should not be placed at the curb before 5:00 p.m. the day prior to scheduled collection and all empty containers must be removed from the curb no later than 6:00 a.m. the day after scheduled collection.
  • For residents in automated areas: building material or construction debris is collected every other week on the same day as bulk.

Where do I discard my needles?

  • Place small amounts of needles, lancets, etc. in a hard plastic or metal container (detergent bottle, coffee can).
  • Do not use a clear container or a glass container.
  • Secure the lid with heavy-duty tape.
  • Discard the container in the middle of your garbage receptacle.

I live in an apartment/condo or want to recycle for commercial properties. How do I recycle?

  • First, contact the management of the complex to conduct research on search engines (Google) for recycling. Numerous companies will provide free waste audits on the materials generated by the tenants. Then it's a matter of contracting with the company which can provide the most reasonable service.
  • You may also locate facilities close to you for various commodities at the Earth 911 website.

How can I get waste collection service for my business? 

Small Commercial Services (Application/Instructions)

  • For information on waste collection services for those businesses located in the downtown area please call (904) 630-CITY (2489) or e-mail PWAdmin@coj.net

Downtown Area:

  • Means and shall include the following area: Beginning at the intersection of the southerly right-of-way line of State Street with the easterly right-of-way line of Interstate 95; thence run southerly along the easterly right-of-way line of Interstate 95 to the southerly right-of-way of Bay Street; thence easterly along the southerly right-of-way line of Bay Street to the westerly right-of-way line of Lee Street; thence southerly along the westerly right-of-way of Lee Street to the southerly right-of-way of Water Street; thence easterly along the southerly right-of-way line of Water Street to the westerly right-of-way line of Coastline Drive; thence southeasterly and easterly along the westerly and southerly right-of-way line of Coastline Drive to the easterly right-of-way line of Washington Street; thence northerly along the easterly right-of-way line of Washington Street to the southerly right-of-way line of Bay Street; thence easterly along the southerly right-of-way line of Bay Street to the easterly right-of-way line of Catherine Street; thence northerly along the easterly right-of-way of Catherine Street and the northerly projection of Catherine Street thereof to the northerly right-of-way line of the Matthews Bridge Expressway; thence westerly along the northerly right-of-way line of the Matthews Bridge Expressway to its connection with the northerly right-of-way line of State Street; thence westerly along the northerly right-of-way line of State Street to the point of beginning. NOTES:

  • Downtown waste collections procedures required by ordinance that all garbage set out for collection within the Downtown Area will be placed inside a City of Jacksonville supplied garbage can. 
  • No such materials shall be collected from the ground or from any other type of container but those garbage cans supplied by the City of Jacksonville.
  • No garbage shall be placed for curbside collection or allowed to remain placed or otherwise allowed to exist on or along the curbside for curbside collection between 9:00 a.m. and 2:00 p.m. (Ord. Sec. 380.203 and 208) 
  • Downtown collection services are provided six (6) times a week. 
  • The Downtown Area applicants for small commercial service shall pay the rate of $46.70 per City of Jacksonville supplied garbage can per month, or $140.10 per garbage can per quarter, or $560.40 per garbage can per year. (Ord. Sec. 382.501)
  • If your business is located elsewhere the city only provides waste collection services for a fee to small commercial entities that generate no more than one cubic yard of waste per collection.(Ord. What are the procedures for collection of appliances, tires and building materials for the small commercial business accounts that do pay the city for service?

  • The small commercial business accounts must make their own arrangements for the disposal of appliances, tires and building materials. These items are not included in the service contract. Businesses may either arrange for collection and disposal through an independent waste hauler or take items to Trail Ridge Landfill themselves.
  • Commercial businesses may also take their appliances to the City's Appliance Center, located at 2675 Commonwealth Avenue. For more information, please call 904-387-8847.

Is yard waste collection included in the service contract for small commercial businesses?

  • Yard waste collection is included in the small commercial business service contracts. Yard Waste must meet the specifications for residential yard waste collection.

My business does not qualify for the city's small commercial business collection service. How do I rent a dumpster? What are the fees for renting dumpsters? Are dumpsters available in a variety of sizes?

  • The city does not provide commercial dumpster service. To obtain information regarding the rental of dumpsters and roll-off containers, the fees involved and the sizes available, please refer to the Yellow Pages in your telephone book. You will find several companies from which to choose under the Garbage Collection listings. You will need to ensure that the company you choose is properly licensed to provide the service you need.
  • For waste other than construction and demolition debris and recycled materials, the company must have a franchise issued by the city.

Why did you discontinue alley collection service? 

After reviewing expenditures in preparation for the 2009-2010 budget, the Solid Waste Division found that alley collection is no longer a cost feasible expense. Alley collection requires more time, more staff, and more specialized equipment than standard curbside collection. The Solid Waste Division's budget could no longer support these additional expenditures.  Residents who previously used alleys must place all waste (garbage, yard waste and recycling) curbside.
