Angie Dixon, Ombudsman
Angie Dixon is currently the Ombudsman for the City of Jacksonville. Previously she was the Deputy Ombudsman, a position she has held since June 2008. In this capacity, Ms. Dixon works closely with city agencies concerning contract compliance, post-payment processes, and conflict resolution as it relates to vendor performance. In addition, she responds to Citizen Petition Reviews via the C.A.R.E system, Mayor’s Office and City Council.
Ms. Dixon joined the City of Jacksonville in December 2003 as a Performance Management Consultant/Trainer. She has held a variety of positions including Management Analyst in the Mayor’s Office of Performance and Management Accountability and Internal Auditor in the Office of the Inspector General.
Ms. Dixon holds a B.S. degree from the University of North Florida, and an MBA from the University of Phoenix.
A Jacksonville native, Ms. Dixon is certified as a Court Appointed County Mediator by the Supreme Court of Florida and has completed Supreme Court Training for Court Appointed Arbitration.

Paul Lemon, Administrative Aide to the Ombudsman
Paul Lemon is the Administrative Aide to the Ombudsman for the City of Jacksonville. In this capacity, Mr. Lemon works closely with the Ombudsman in the daily operations of the office. He joined the City of Jacksonville in April 2023.
Mr. Lemon served 22 years in the U.S. Navy before he was Honorably Retired in March 2023. He was stationed in Hampton Roads, VA for 18 years before being stationed here in Jacksonville, FL.
