Scott has lived in Jacksonville for over 45 years after his family relocated to the city to open a small business. Growing up in Jacksonville, Scott attended Duval County public schools, while playing sports and participating in after school programs.
Scott has dedicated his life and career to public service, spending much of his career with the Clerk of the Circuit and County Courts. Scott tested through the ranks, attaining the position of Court Operations Supervisor, the highest civil service rank in the Office.
While Scott was Operational Manager, the Center for Prevention against Domestic Violence received the Governor’s Peace at Home Award, presented by Florida Governor Jeb Bush.
While working, Scott attended Florida State College at Jacksonville.
In 2007, Scott left the Clerk’s Office to take a position as Executive Council Assistant (ECA) for City Council District 4. As an ECA, he worked on significant issues affecting the District and City. After serving eight years as an ECA, Scott knew the community needed a leader that understood the important issues concerning the District and constituents.
In the spring of 2015, Scott ran for City Council District 4, and on July 1, Scott was sworn in as a council member. He was appointed to serve as chairman for the Land Use and Zoning Committee (LUZ). In his second year on Council, Scott was appointed to serve as Chair of the Neighborhood, Community, Investment and Services Committee (NCIS).
Scott was awarded the Mary Singleton Award for the Most Outstanding Committee Chair two years in a row by former Council Presidents Greg Anderson and Lori Boyer.
During his time on the City Council Scott served on every standing committee and chaired multiple special committees, including the Value Adjustment Board, Special Committee on Parks, the Personnel Committee, and the Tourist Development Council. Scott also served on the Election Canvassing Board during the 2016 and 2018 elections. He represented Mayor Lenny Curry on the Transportation Planning Organization.
Scott was elected by his 2015-2019 City Council colleagues to serve as Vice President from 2018-2019. He was then elected by his 2019-2023 colleagues to serve as its President during the 2019-2020 council year.
As President, Scott also served as Chairman of the Duval County Tourist Development Council. During his year as chairman he prioritized a focus on sports tourism. While Jacksonville did see an uptick in events, Covid-19 caused a setback in tourism nationwide.
During Scott’s term as City Council President, the legislative body debated the sale or recapitalization of Jacksonville’s public utility, JEA. As President, Scott called for an end to the sale talks and created a Special Investigative Committee charged with investigating who was behind the sale and why.
Scott focused on redevelopment and infrastructure improvements in the District- including new sidewalks and repairs and road repaving- better transportation and road systems, bringing new businesses and jobs to District 4 and Jacksonville, improving our parks while keeping them clean, open and safe. Scott remains most proud to see the first Senior Center on the south side of town under construction.
Scott has long been committed to supporting the underserved youth in Jacksonville. Scott served as a mentor through Take Stock in Children and the Florida Youth Challenge Academy for ten years. As President, Scott partnered with the Fraternal Order of Police, Jacksonville Association of Fire Fighters and Take Stock in Children developing a program call “Boots and Badges,” linking public safety officers with youth in high crime neighborhoods.
Scott also serves on the board of Walk-Off Charities, which provides instructional free baseball clinics to elementary school students in the form of student field trips. Walk-Off Charities also provides equipment and enrollment grants for those who can’t afford to play in a baseball league.
