Tommy Hazouri served for AL3TommyHazouri12 years as a member of the Florida House of Representatives from 1974-1986, as Mayor of the City of Jacksonville from 1987-1991, and as a Duval County School Board member from 2004-2012. While in the Florida Legislature, he was Chairman of the Duval Legislative Delegation, House Committee on Education, K-12, and House Committee on Retirement, Personnel, and Collective Bargaining. He also was a member of the House Committee on Appropriations’, Subcommittee on Education Funding; and, Subcommittee on Personnel. Mr. Hazouri was appointed by Governor Lawton Chiles to the Florida Ethics Commission, and Chaired the Sheriff’s Mental Health and Crisis Episodes Task Force. As Mayor, he led the effort to eliminate the tolls from Jacksonville’s roads and bridges. He also implemented an anti-odor ordinance to relieve the city of its foul odor. Now, Tommy Hazouri is honored for the opportunity to serve Jacksonville again, as an At-Large City Councilman.

During his time on the City Council Hazouri served on four out of five standing committees and multiple special committees, including the Personnel Committee, the Tourist Development Council, Inspector General Selection & Retention Committee, Cultural Service Grant Committee, Library Board of Trustees, Opioid Epidemic Special COmmittee, and Jacksonville Children's Commission. 

Hazouri was elected by his 2019-2023 City Council colleagues to serve as Vice President from 2019-2020. He was then elected by his 2019-2023 colleagues to serve as its President during the 2020-2021 council year.

Tommy Hazouri earned a Bachelor’s degree in History and Government from Jacksonville University, where he was elected Student Body President by his peers. He was the retired President of Hazouri & Associates, a private consulting firm. Mr. Hazouri was an honorary member of the San Jose Rotary Club. He was a resident of Mandarin and a member of Mandarin Presbyterian Church.

Tommy Hazouri transitioned on Saturday, September 11, 2021.  He spent his final days at peace surrounded by his family and friends; and in typical Tommy fashion, there was no shortage of laughing, reminiscing, and holding loved ones close. He is survived by his wife Carol and son Tommy Jr.
