Mission
The mission of the City of Jacksonville Addressing Section is to assign new addresses in an accurate manner based on City Policy and modify existing addresses to conform to the policy to ensure that citizens can be located in case of an emergency.
Addressing Processes and Services
Addresses are issued to structures and occupancies rather than to the land that they occupy. A vacant parcel may be assigned an address in anticipation of a structure being built. The City of Jacksonville only addresses properties located within the municipal boundary.

Obtaining a New Address for a Single Family Residence
To obtain a new address please submit a copy of a survey site plan of the proposed project that identifies proposed building, the location of the front door and driveway locations. Please include the Real Estate Number (RE#) of the property in which the address is being requested. If you cannot travel to our downtown location these documents can be faxed or emailed to the Addressing Section. A request for a single address assignment can generally be completed within one day of receiving the request.
Addresses will only be assigned to parcels that meet the minimum zoning requirements for the zoning district in which the property is located. Properties identified as a 'Lot of Record.pdf' as defined in Section 656.704, Ordinance Code may not be subject to all of these requirements.
In addition, residential properties that do not have access to city water and sewer will need to meet minimum size requirements in order to obtain an address. The minimum lot size for parcels that do not have access to either City water or sewer is one half (1/2) acre in size. If the parcel has either City water or sewer then the parcel must be a minimum of one quarter (1/4) acre in size. Properties identified as 'lot of record' as defined above many not be subject to these minimum lot size requirements.

Obtaining Addresses for Single Family Residential Subdivisions
Addresses will be assigned to a site plan for a Single Family Residential Subdivision once the street names have been approved and the plan has completed preliminary engineering review by the Development Management Group. The Addressing Section requires that an AutoCAD file be submitted of the subdivision that is to be addressed. In addition, the following information will need to be submitted along with the AutoCAD drawing:
- Subdivision or Project Name (pre-approved by Public Works)
- City Development Number (CDN)
Out parcels or easements that will require a separate address.
- If subdivision is a unit or phase of a larger development then existing phases should be identified.
Addresses will be assigned to all identified and labeled lots, parcels, tracts, structures, and any labeled facility that would require a separate address assignment including but not limited to a guard house, gate, or JEA lift station.

Digital Subdivision Record Plat (AutoCAD File)
The purpose of the digital record plat submittal is to maintain the integrity of City of Jacksonville GIS base layers. Digital submissions should adhere to the following criteria:
- The record plat base drawing should be a DXF file (standard digital exchange format).
- Plats must be in Florida State Plane Coordinate system using the NAD 83 Datum at 1:1 drawing scale in US survey feet.
- All polygons must close.
- Adjoining/existing streets must be clearly shown and labeled.

Obtaining Addresses for Multi Family Residential Developments
Site plans submitted to the Planning and Development Department for addressing multi family developments should include the following information. Although an AutoCAD drawing is not required for Multifamily Residential Developments, a CAD submittal will expedite the addressing process and ensure accuracy.
- Project Name
- City Development Number (CDN)
- North Arrow
- Scale
- Identify street in which the project receives access
- If internal driveways are named then approved street names must be identified.
- Buildings and Accessory structures that will require a separate JEA meter including but not limited to residential buildings, garages, guard houses, gates, mail kiosks, trash compactors, or swimming pools.
- Building Plans that identify the unit locations on each floor of each building.

Obtaining Addresses for Commercial and Industrial Developments
Site plans submitted to the Planning and Development Department for addressing Commercial and Industrial developments should include the following information. Although an AutoCAD drawing is not required for Commercial and Industrial Developments, a CAD submittal will expedite the addressing process and ensure accuracy.
- Project Name
- City Development Number (CDN)
- North Arrow
- Scale
- Identify street in which the project receives access
- Street Names as approved on the street naming plan (if applicable).
- Lots with lot numbers labeled on the plan (if applicable).
- Parcels labeled on the plan (if applicable).
- Out Parcels or easements that will require a separate address.
- If subdivision is a unit or phase of a larger development then existing phases should be identified.

Requesting Unit or Unit Code Addressing
For businesses or individuals requesting unit numbers or unit codes (i.e., TP01 or TPFR). Please email the request to the addressing section at address@coj.net. Once the address has been entered into the addressing database, the address will not appear on the permitting system until the next day.

Request for Change of Address
If you need to have your address changed you will need to complete and submit a 'Change of Address Request' form. Address Change Request forms can be found below under Forms or by contacting us at address@coj.net. Once the form is completed, signed and notarized please mail to the Addressing office at:

NOTE: The Planning and Development Department will only change an address when it is deemed necessary in order to ensure that a property can be found quickly in an emergency. A request for a change of address will be reviewed to determine if the change is necessary and consistent with the City of Jacksonville Addressing and Street Naming Policy.

Street Naming Process
New streets will be named during the subdivision process. The developer shall propose the naming of all streets within a new subdivision at the time of filing the preliminary engineering. The City of Jacksonville Planning and Development Department will review proposed street names for conformance with the street naming policy. If the street name is identified as appropriate it will be reserved for use within the subdivision for which it was requested.
Once the street names have been reserved, the developer will need to provide a site plan that shows the geometry of the streets with the approved street names labeled on the plan in order to receive final approval on the street name. If the development project is a phased project, the developer will need to provide a site plan for the current phase as well as an overall site plan of the entire subdivision that shows what the ultimate street configuration will be.

Street Name Change Process
Due to the expense incurred by the City as a result of a street renaming, the Planning and Development Department recommends that street name changes be limited to correcting deficiencies in existing street names. Such deficiencies would include but not limited to duplicate street names, to correct an error in the street name, to eliminate confusion created by multiple street name changes along a single roadway, or to make any other changes that would promote the implementation of Chapter 745 - Addressing and street naming regulations.
A request for a street name change on a public roadway may be initiated by the City, or by application filed with the Planning and Development Department. Any request to change a street name on a public roadway requires approval by the Jacksonville City Council.
A request for a street name change on a private road may be initiated by an application filed with the Planning and Development Department.

Honorary Street Name Designation
In lieu of a street name change the Jacksonville City Council may consider any application submitted for a street name change as an application for designation of an honorary street name. The designation would come by way of City Council Ordinance and would cause an appropriate memorial marker to be placed along a street or segment thereof, in order to honor a deceased person. Honorary markers may be established for a person that:
- Has achieved prominence as a result of his or her significant, positive contribution to the United States of America and/or local community; and
- Has been deceased for at least five years.
911 Emergency Addressing Advisory Committee
The 911 Emergency Addressing Advisory Committee is composed of one representative each from the Planning and Development Department, the 911 Coordinators Office, the Jacksonville Sheriff's Office, the Jacksonville Fire and Rescue Department, the Jacksonville Fire and Rescue Communications, JEA, the Building Inspection Division, the Municipal Code and Compliance Division, the Property Appraisers Office, Information Technologies Department, and the United States Postal Service.
The purpose of the Committee is to identify and correct addressing and street naming deficiencies within the City of Jacksonville in order to assist and promote efficiency in emergency response system, to review and revise the City's street naming and addressing policies, and to support a community outreach program to educate citizens concerning their address and how it relates to 9-1-1 Emergency Services.

What do I do if my address changes?
Although we make every effort to coordinate address changes with as many entities as possible there are certain tasks that only the property owner and/or resident, can accomplish. Please see the list below of items that will require your attention.
- Notify your phone service provider regarding your address change. The phone company will only change their data at the request of the customer. It is important that you request this change so that the phone company can link your new address to your telephone number.
- Post your new address number on your property. Please post the new address number on your property within 30 days of the effective date for the new address. Failure to do so could result in a citation. The new address should be posted according to the criteria identified in the next section for "How do I post my address number?" below.

Change your address on your driver's license and vehicle registration. The State of Florida Department of Safety and Motor Vehicles will waive the $25.00 fee for an address change on your driver's license if you provide a copy of the letter from the City of Jacksonville that identifies your new address. Please note that if you are making this change at a Tax Collector's branch office there will be a service fee of $6.25 for the driver's license and a $2.50 fee for the vehicle registration. Due to new Federal and State requirements for the renewal and replacement of driver's licenses you will need to show proof of: 1) identification, 2) Social Security number and 3) residential address (two items). - Change the address number on your JEA meter enclosure. JEA requires that the correct address number be identified on the meter enclosure. Failure to identify the new address on the meter box may result in a delay of service should JEA be requested to perform work on site.
- Notify all entities in which you correspond. The City of Jacksonville Addressing Section notifies the United States Postal Service (USPS) of all address changes. Once the Post Office receives notification of an address change they link the old and new address together so that mail will continue to be delivered to both the old and new address for a period of one year. Even though the Post Office is aware of this change it will still be necessary for you to contact all entities in which you personally correspond to ensure that they are aware of your new address. Since our office has already contacted the USPS on your behalf it is not necessary for you to provide the Post Office with a change of address card.
